{"id":569,"date":"2024-02-07T20:41:23","date_gmt":"2024-02-08T00:41:23","guid":{"rendered":"https:\/\/blogs.duanemorris.com\/animallawdevelopments\/?p=569"},"modified":"2024-02-07T20:41:23","modified_gmt":"2024-02-08T00:41:23","slug":"petas-animal-shelter-continues-as-a-leader-in-animal-death","status":"publish","type":"post","link":"https:\/\/blogs.duanemorris.com\/animallawdevelopments\/2024\/02\/07\/petas-animal-shelter-continues-as-a-leader-in-animal-death\/","title":{"rendered":"PETA\u2019s Animal \u201cShelter\u201d Continues as a Leader in Animal Death"},"content":{"rendered":"<p>Animal rights group People for the Ethical Treatment of Animals (PETA) recently <a href=\"https:\/\/www.peta.org\/media\/news-releases\/penn-state-among-universities-idd-by-peta-involved-in-mass-killing-spree-during-pandemic\/\">posted<\/a> the \u201cnews\u201d that it had \u201cnewly obtained public records\u201d showing that certain research universities had euthanized laboratory animals during the COVID-19 pandemic and that PETA had complained about this to the National Institutes of Health.\u00a0 In its zeal to attack the use of animals in medical research, PETA described this as a \u201cmass killing spree.\u201d\u00a0 What this ignores, however, as <a href=\"https:\/\/www.chronicle.com\/article\/colleges-euthanized-lab-animals-to-protect-employees-from-covid-19-now-they-face-an-onslaught-of-criticism\/?emailConfirmed=true&amp;supportSignUp=true&amp;supportForgotPassword=true&amp;email=jmsimpson%40duanemorris.com&amp;success=true&amp;code=success&amp;bc_nonce=9oldlod11kgey2decf0r4t\">reported<\/a> by The Chronicle of Higher Education back in 2020 when all this happened, is that universities made these difficult decisions because they had no choice.\u00a0 Social distancing requirements that forced animal care personnel to stay out of the labs, precluded the delivery of proper animal care.\u00a0 It was not humane to allow the animals to go without food, water and other husbandry.\u00a0 But what we thought was particularly interesting is PETA\u2019s use of the rhetoric \u201cmass killing spree\u201d in light of what goes on in its own facility in Norfolk, Virginia.<!--more--><\/p>\n<p>As an animal shelter regulated by the Virginia Department of Agriculture and Consumer Services (VDACS), PETA must file a report annually that inventories the dogs, cats and other animals it had on hand during the prior year and that states what happened to them.\u00a0 As we have reported before (see, e.g.,<a href=\"https:\/\/blogs.duanemorris.com\/animallawdevelopments\/2023\/02\/02\/with-the-death-rate-in-petas-animal-shelter-it-really-is-groundhog-day\/\"> here<\/a>), PETA\u2019s euthanasia rate has consistently exceeded the rates of other shelters in Virginia by wide margins.\u00a0 The data for 2023 is no different.<\/p>\n<p>The graph below, based on data reported to, and published by VDACS, shows shelter euthanasia rates for 2023 &#8212; that is how many animals were put down as a percentage of how many animals the shelter had on hand during the year.\u00a0 The results for PETA are shown next to the results for all public shelters, all private shelters and all agencies combined in Virginia.<\/p>\n<p><a href=\"http:\/\/blogs.duanemorris.com\/animallawdevelopments\/wp-content\/uploads\/sites\/38\/2024\/02\/2024-Graphs-All-Agencies.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-570\" src=\"http:\/\/blogs.duanemorris.com\/animallawdevelopments\/wp-content\/uploads\/sites\/38\/2024\/02\/2024-Graphs-All-Agencies.jpg\" alt=\"\" width=\"622\" height=\"352\" srcset=\"https:\/\/blogs.duanemorris.com\/animallawdevelopments\/wp-content\/uploads\/sites\/38\/2024\/02\/2024-Graphs-All-Agencies.jpg 622w, https:\/\/blogs.duanemorris.com\/animallawdevelopments\/wp-content\/uploads\/sites\/38\/2024\/02\/2024-Graphs-All-Agencies-300x170.jpg 300w\" sizes=\"auto, (max-width: 622px) 100vw, 622px\" \/><\/a><\/p>\n<p>PETA often tries to defend its high euthanasia rate on the ground that it is an &#8220;open admission&#8221; facility that takes in all animals regardless of condition and that other shelters &#8212; particularly the &#8220;no kill&#8221; shelters &#8212; have lower numbers because they are more selective in the animals they take in.\u00a0 However, the Norfolk Animal Care Center (NACC), which is run by the City of Norfolk and is right in PETA\u2019s neighborhood, describes itself as \u201copen-admission, providing a safe haven for animals from the City of Norfolk.\u201d And NACC\u2019s reported euthanasia results are dramatically different than PETA\u2019s.\u00a0 For example, as the table below shows, even though NACC took in 1.7 times as many dogs as PETA, NACC euthanized them at a rate of only 14% while PETA put them down at a rate of 76%.
