{"id":1122,"date":"2026-01-15T14:11:33","date_gmt":"2026-01-15T18:11:33","guid":{"rendered":"https:\/\/blogs.duanemorris.com\/europeansanctionsenforcement\/?p=1122"},"modified":"2026-01-15T14:12:18","modified_gmt":"2026-01-15T18:12:18","slug":"estonia-tax-and-customs-board-sanctions-enforcement-statistics","status":"publish","type":"post","link":"https:\/\/blogs.duanemorris.com\/europeansanctionsenforcement\/2026\/01\/15\/estonia-tax-and-customs-board-sanctions-enforcement-statistics\/","title":{"rendered":"Estonia &#8211; Tax and Customs Board sanctions enforcement statistics"},"content":{"rendered":"\n<p>As of 14 October 2025, the Tax and Customs Board of Estonia has started to publish weekly summaries of its activity, including the enforcement of sanctions at the various customs points with Russia.<\/p>\n\n\n\n<p>Based on these weekly summaries the identification of a sanctions breach by customs officials results in one of four outcomes: 1) the import\/export is prevented without further actins being taken; 2) an investigation is commenced; 3) a criminal proceeding for a misdemeanour offence is started; or 4) an on-the-spot fine is issued.<\/p>\n\n\n\n<p>Based on the weekly reports since mid October, the following enforcement actions in categories 1-3 can be identified:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>3 investigations started;<\/li>\n\n\n\n<li>10 criminal prosecutions for misdemeanour offences started;<\/li>\n\n\n\n<li>14 on-the-spot fines, imposed, with values of \u20ac120, \u20ac304, \u20ac600, \u20ac1600, \u20ac1600, \u20ac800, \u20ac80, \u20ac240, \u20ac800, \u20ac600, \u20ac800, \u20ac400, \u20ac800 and \u20ac2000 (total of \u20ac10,744).<\/li>\n<\/ul>\n\n\n\n<p>The offending is dominated by the small-scale carriage of luxury goods and euro notes.<\/p>\n\n\n\n<p>The weekly summaries that include sanctions enforcement can be found here:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-2-nadala-operatiivinfo-ulevaade\">13 January 2026<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-1-nadala-operatiivinfo-ulevaade\">6 January 2026<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-52-nadala-operatiivinfo-ulevaade\">30 December 2025<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-51-nadala-operatiivinfo-ulevaade\">23 December 2025<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-46-nadala-operatiivinfo-ulevaade\">18 November 2025<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-45-nadala-operatiivinfo-ulevaade\">11 November 2025<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-operatiivinfo-ulevaade-3\">4 November 2025<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-operatiivinfo-ulevaade-2\">28 October 2025<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/www.emta.ee\/uudised\/maksu-ja-tolliameti-operatiivinfo-ulevaade-0\">14 October 2025<\/a><\/li>\n<\/ul>\n\n\n\n<p>In addition, back on 18 August 2025, the Tax and and Customs Board <a href=\"https:\/\/www.emta.ee\/uudised\/aasta-taielikust-tollikontrollist-rikkumiste-arv-vahenenud-sanktsioonidest-proovitakse\">published a half-yearly sanctions enforcement update<\/a> &#8211; not previously reflected here.<\/p>\n\n\n\n<p>This identified the following enforcement statistics:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>585,000 identified border crossings<\/li>\n\n\n\n<li>4,300 sanctions violations detected (said to be down 1,000 from the previous year)<\/li>\n\n\n\n<li>on-the-spot fines of c. \u20ac93,000 imposed<\/li>\n\n\n\n<li>413 misdemeanour proceedings initiated<\/li>\n\n\n\n<li>19 more serious criminal proceedings initiated<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>As of 14 October 2025, the Tax and Customs Board of Estonia has started to publish weekly summaries of its activity, including the enforcement of sanctions at the various customs points with Russia.
