{"id":321,"date":"2021-06-05T10:49:38","date_gmt":"2021-06-05T14:49:38","guid":{"rendered":"https:\/\/blogs.duanemorris.com\/projectdevelopmentinfrastructurep3\/?p=321"},"modified":"2021-06-05T10:49:38","modified_gmt":"2021-06-05T14:49:38","slug":"covid-19-nj-ends-public-health-emergency-declaration","status":"publish","type":"post","link":"https:\/\/blogs.duanemorris.com\/projectdevelopmentinfrastructurep3\/2021\/06\/05\/covid-19-nj-ends-public-health-emergency-declaration\/","title":{"rendered":"COVID-19: NJ ends Public Health Emergency Declaration"},"content":{"rendered":"\r\n<p>On Friday, June 4, Governor Murphy signed legislation that effectively ends the New Jersey COVID-19 Public Health Emergency Order that has been in place since March 9, 2020.<br \/><br \/>While some have commented that the bills were rushed through the State legislature, <strong>the Bill, A-5820\/S-3866<\/strong>, was passed and signed by the governor yesterday. <br \/><br \/>As passed, the Bill allows for the <strong>continuation of 14 executive orders<\/strong>, including <strong>Executive Order No. 229<\/strong>, which extended a moratorium preventing New Jersey residents from having their utilities disconnected through June 30, 2021. <br \/><br \/>According to the Chamber of Commerce, the Administration is authorized to issue orders, directives, and waivers under the authority in the Emergency Health Powers Act that are specifically related to:<br \/><br \/>\u2022 personnel allocation and health resource allocation efforts; <br \/>\u2022 testing; <br \/>\u2022 vaccinations;\u00a0 <br \/>\u2022 health department coordination; <br \/>\u2022 data retention, sharing, collection and access; and<br \/>\u2022 implementation of\u00a0CDC recommendations to prevent the transmission of COVID-19. <br \/><br \/>In these instances, the Governor has <strong>retained authority until January 11, 2022<\/strong>, which authority can be extended for 90 days with the passage of a concurrent resolution by the Legislature.<br \/><br \/><strong>As of July 4, 2021<\/strong>, the Bill and the follow on companion bill effectively puts an end the Public Health Emergency declaration in New Jersey.<\/p>\r\n<p><strong>Duane Morris<\/strong> has an active team of lawyers who have been engaged in the review and dissemination of COVID related alerts, blogs and advice on various COVID related topics.\u00a0 Please see our website for a few list of all available articles and blogs.\u00a0\u00a0<\/p>\r\n<p>If you have any questions or thoughts, please contact <strong>Brad A.
