New Jersey Expands Outdoor Gathering Numbers and Indoor Seating Capacity for Large Venues

On March 30, 2021, New Jersey Gov. Phil Murphy signed Executive Order No. 234, which will increase outdoor gathering limits and increase capacity for seated events at large venues. The Order also clarifies indoor capacity limits for banquet halls and similar venues. The changes will begin on April 2, 2021.

New Jersey Expands List of Eligible Vaccine Recipients

On March 27, 2021), New Jersey Gov. Murphy announced the expansion of eligibility for vaccines to more frontline essential workers and high-risk groups in New Jersey’s COVID-19 vaccination program.

Eligible groups include individuals ages 55-64, individuals with intellectual and developmental disabilities, higher education instructors and staff, and communications and utility infrastructure workers, among others.

Vaccine Guidance Arrives for California Employers

New guidance has arrived from the California Department of Fair Employment and Housing (DFEH) for employers in California. With three approved vaccines against COVID-19 infection and a fourth undergoing clinical trials in the United States, the new DFEH guidance addresses questions relating to vaccines and the workplace. The guidance is especially timely, with some employees expressing reluctance to receive vaccinations and others hesitant to return to work fearing COVID-19 exposure.

New COVID-19 Paid Sick Leave Law Retroactively Expands California Employer Obligations

New COVID-19 legislation continues to roll out in California. On March 19, 2021, Governor Gavin Newsom signed SB 95, requiring payment during leaves due to certain COVID-19-related reasons for both private and public employers. The bill, designated as emergency legislation, takes effect March 29, 2021, but applies retroactively to January 1, 2021.

American Rescue Plan Act: What to Expect WIth Regard to Higher Education

On March 10, 2021, Congress passed the Biden Administration’s American Rescue Plan Act of 2021 (ARPA). Building on previous Congressional relief bills – the CARES Act and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) – the ARPA commits significant resources to colleges and universities. In fact, the ARPA directs more money to institutions, in overall totals, than either of the CARES Act or the CRRSAA.

COVID-19 Implications on Immigration Agency Interviews

If you are applying for certain immigration benefits, for example U.S. citizenship or a marriage-based green card, the last step of your immigration journey is an interview with a U.S. Citizenship and Immigration Service (USCIS) Officer held at a local USCIS field office. The American Rescue Plan Act of 2021 Includes a Full COBRA Health Insurance Subsidy

The American Rescue Plan Act of 2021 (ARP),  signed into law on March 11, 2021, includes a temporary 100 percent COBRA subsidy for individuals whose qualifying event was an involuntary termination of employment or reduction in hours. The COBRA subsidy goes into effect on April 1, 2021, and will apply to employers that sponsor both fully insured and self-insured coverage for their employees. This Alert outlines the COBRA subsidy rules and implementation steps for employers.
