Laws and Tax Incentives Fill COVID-19 Paid Leave Void As Vaccinations Increase and More Employers Return to In-Person Work

After the expiration of the Families First Coronavirus Response Act and similar state and local measures, many government jurisdictions stepped in to fill the COVID-19 paid leave void left following the expiration of those laws, including employee leave related to COVID-19 vaccination. Philadelphia and Chicago have put into effect ordinances to this end, and the federal government will be providing tax credits to employers who elect to provide paid leave for certain COVID-19-related reasons.

Department of Labor Publishes Model Notices for American Rescue Plan Act’s COBRA Subsidy

The American Rescue Plan Act of 2021 (ARP) provides for a temporary 100 percent COBRA subsidy for eligible individuals whose qualifying event was an involuntary termination of employment or reduction in hours. On April 7, 2021, the Department of Labor issued the model forms that will be used to notify individuals of the COBRA subsidy and provide information about their rights under the ARP.

American Rescue Plan Act: What to Expect WIth Regard to Higher Education

On March 10, 2021, Congress passed the Biden Administration’s American Rescue Plan Act of 2021 (ARPA). Building on previous Congressional relief bills – the CARES Act and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) – the ARPA commits significant resources to colleges and universities. In fact, the ARPA directs more money to institutions, in overall totals, than either of the CARES Act or the CRRSAA.

The American Rescue Plan Act of 2021 Includes a Full COBRA Health Insurance Subsidy

The American Rescue Plan Act of 2021 (ARP),  signed into law on March 11, 2021, includes a temporary 100 percent COBRA subsidy for individuals whose qualifying event was an involuntary termination of employment or reduction in hours. The COBRA subsidy goes into effect on April 1, 2021, and will apply to employers that sponsor both fully insured and self-insured coverage for their employees. American Rescue Plan Becomes Law, with Additional Small Business Assistance and Changes to the Paycheck Protection Program

On March 11, 2021, President Joe Biden signed into law the American Rescue Plan Act of 2021, which among other things, provides for additional funding and changes to the Paycheck Protection Program (PPP), as established by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) and subsequent legislation and executive department rules and guidance.

The Next Round of COVID-19 Relief – The American Rescue Plan

On March 6, 2021, the Senate voted along party lines to approve the American Rescue Plan Act of 2021. The House approved the Senate version on March 10. At the speed of light, President Biden signed the bill into law on March 11. Celebration signing is scheduled for March 12, with a prime-time televised address scheduled for March 11 to inform voters of some of the benefits to be delivered to them as a result of the American Rescue Plan.
