Ohio Governor Unveils Industry-Specific Protocols for “Responsible Restart Ohio” Amid the COVID-19 Crisis

On April 27, 2020, Ohio Governor Mike DeWine announced statewide protocols for businesses to reopen in phases starting on May 1, 2020, the date when the current stay-at-home order for Ohio expires. In the press conference announcing the plans, Governor DeWine identified the following dates when operations that are not permitted under the current order may resume: (1) May 1 for elective medical procedures not requiring an overnight hospital stay; (2) May 4 for manufacturing, distribution and construction and office businesses; and (3) May 12 for consumer, retail and service businesses.

Georgia Allows Most Businesses to Reopen to the Public: What Employers Need to Know

Georgia was one of the last states to order nonessential businesses to close in response to the COVID-19 pandemic. On April 24, 2020, the state became one of the first to allow many nonessential businesses to reopen, including gyms and salons. Starting April 27, the state is allowing most other businesses to reopen to the public.

New Jersey Announces 6-Point Plan and Methodology for Re-Opening the State

Gov. Murphy announces New Jersey’s 6-point reopening plan called “The Road Back: Restoring Economic Health Through Public Health.” The governor also reiterated that his “Stay-at-Home” executive order will remain in effect until further notice.” The plan also calls for a measurable drop in cases over a 14-day period before a reopening happens.

Pennsylvania Announces Methodology for Phased Re-Opening Approach

Governor Wolf elaborated on the PA Department of Health metrics for Re-Opening and included an example to aid in calculation. A target goal for reopening has been set at having fewer than 50 new confirmed cases per 100,000 population reported to the department in the previous 14 days. An assessment will determine if the target goal has been met. The administration will work closely with county and local governments to enable the communities to reopen and transition back to work.

New York Announces Phased Approach for Re-Opening Businessess

On April 27th, Governor Cuomo outlined a phased plan to re-open New York starting with construction and manufacturing. Based on CDC recommendations, once a region experiences a 14-day decline in the hospitalization rate they may begin a phased re-opening. The plan will be implemented in phases and will be based on regional analysis and determinations.

Maryland Governor Announces Three-Stage Plan for Reopening the State

On Friday afternoon, Maryland Governor Larry Hogan announced a three-stage plan to reopen the State called “Maryland Strong: Roadmap to Recovery,” which will gradually ease the current restrictions on businesses, congregate settings and social interactions. The plan is based on the recovery plans issued by the federal government, the National Governors Association, Johns Hopkins and the American Enterprise Institute. Pennsylvania Governor Announces Three-Phase System for Reopening the Commonwealth

As America begins the process of reopening, Pennsylvania Governor Tom Wolf announced the commonwealth’s plan to reopen in a press conference in the evening hours of April 22. Governor Wolf’s reopening plan establishes a three-phase, color-coded system―red, yellow and green―which determines when Pennsylvania counties and/or regions can begin easing current restrictions on work, congregate settings and social interactions.

Pennsylvania Extends Stay-at-Home Order Until May 8, but Eases Some Restrictions

On April 20, Governor Tom Wolf extended Pennsylvania’s stay-at-home order until May 8, 2020.

The governor indicated he would be using a region-by-region approach that is data-driven and will include strict social-distancing measures as he considers reopening parts of Pennsylvania.

However, he announced three actions that offer some flexibility to businesses, including permitting curbside pickup of orders at state liquor stores, allowing auto sales online and opening what he said were limited construction activities statewide. More specific guidelines will be released at a later date.
