New York Announces Phased Approach for Re-Opening Businessess

On April 27th, Governor Cuomo outlined a phased plan to re-open New York starting with construction and manufacturing. Based on CDC recommendations, once a region experiences a 14-day decline in the hospitalization rate they may begin a phased re-opening. The plan will be implemented in phases and will be based on regional analysis and determinations.

Supplementary Rules for Electronic Adjudication Lodgment: Building and Construction Industry Security of Payment Act (“SOP Act”)

On 15 April 2020, the Singapore Mediation Centre (“SMC”) enacted Supplementary Rules for Electronic Adjudication Lodgment to provide for:

the electronic lodgment of documents;
telegraphic transfer of fees;
electronic service of documents; and
Adjudication Conferences.

Pennsylvania Extends Stay-at-Home Order Until May 8, but Eases Some Restrictions

On April 20, Governor Tom Wolf extended Pennsylvania’s stay-at-home order until May 8, 2020.

The governor indicated he would be using a region-by-region approach that is data-driven and will include strict social-distancing measures as he considers reopening parts of Pennsylvania.

However, he announced three actions that offer some flexibility to businesses, including permitting curbside pickup of orders at state liquor stores, allowing auto sales online and opening what he said were limited construction activities statewide. More specific guidelines will be released at a later date.

Update: Dealing with COVID-19 in the Construction Industry in Singapore

This update is provided to our article issued on 5 April 2020.

On Friday 3 April 2020, to reduce the risk of further local transmission of COVID-19, the Building and Construction Authority (BCA) released an advisory to inform contractors that all building works (except for essential works) are to cease from 7 April 2020 to 4 May 2020 (“Stop Work Period”).

Construction and Engineering UK: Exit Strategies

It was announced on Sunday 5 April that Keir Starmer was selected as leader of the Labour Party. Whilst the current Covid-19 outbreak has no basis for political jostling, he raised a very important question, namely, what is the government’s “Exit Strategy” to eventually get us back to a sense of normality.

The point raised by Keir Starmer is of wider economic relevance. Save for key workers, most other business sector activities have come to a halt. This is largely (but not exclusively) the case for construction and engineering projects.
